if available, i think it will be a 'nice' demo for guests to reach them become new member.

admin_ avatar upload is part of the xtgem account it is used for more than just the forum
and allowing unregistered users to attach files to posts would probably lead to wholesale spam uploads

admin_ unregistered users get a captcha anyway they will not be allowed to upload that is a privilege reserved for registered users
It just has to be that way to help control spam and malicious uploads
most forums will not allow unregistered users to upload attachments
some will not allow them to start threads or reply until they are registered
You should add a sticky post to your forum explaining the benefits of registration
ie. avatars - attachments - no captcha - post rating - own post editing
