Graham Irve You can turn it on if you want it limits the site to a strip 400px wide down the middle of the screen and that can look better than it being stretched to full screen width on a pc with say a 1440px screen.
if you want something in between leave it off and set something like
body {max-width:600px;margin: 0 auto }
in your css
